Somalia stands at a historic crossroads. After decades of rebuilding, the nation is moving from stability toward self-sufficiency. At Friends of China in Somalia (FOCS), we believe that durable peace is built with bricks, asphalt, fiber optics, and concrete.

We act as the primary liaison for Chinese-backed engineering, technical expertise, and sustainable development capital—tailored specifically to Somalia’s geography, climate, and cultural needs.

🤝 A Historical Foundation: Six Decades of Cooperation

China’s role in Somalia’s infrastructure and development is deep-rooted and multifaceted, defined by a strategic partnership that has steadily grown over more than six decades. The relationship was formalized on December 14, 1960, when Somalia became the first East African nation to establish diplomatic relations with the People’s Republic of China. This bond was elevated to a “Strategic Partnership” in September 2024, signifying a deepened mutual trust and a commitment to broaden collaboration.

China’s approach is often framed by the philosophy: “Giving someone a fish is not as good as teaching them how to fish,” emphasizing a move away from aid dependency toward capacity building and self-sufficiency. This vision is operationalized through the Forum on China-Africa Cooperation (FOCAC) framework, which is instrumental for policy coordination and resource alignment.

🏗️ Infrastructure Development

China has been a key partner in rebuilding Somalia’s physical landscape, focusing on both iconic legacy projects and modern, high-impact initiatives.

  • Completed Landmark Projects: Longstanding tangible cooperation includes the Mogadishu National Stadium (built 1977), the Benadir Maternity and Children’s Hospital, the National Theatre of Somalia, the North-South National Highway, the Hargeisa Water Supply Project, and the Baloweyn Farm—many of which remain in use.

  • Current “Small Yet Smart” Initiatives: To address Somalia’s evolving needs, China’s International Development Cooperation Agency (CIDCA) is focusing on smaller, high-impact projects in public health, food security, and technical education. Key examples include supporting the construction of the State Emergency Operations Center in Las Anod and the maintenance of SoDMA’s Central Warehouse, which serve as logistical hubs for disaster management.

  • Maritime and Port Development: Given its strategic coastline on the Gulf of Aden, Somalia is a natural fit for China’s Belt and Road Initiative (BRI). Discussions are ongoing regarding port modernization, and a Memorandum of Understanding (MoU) has been signed for technical training in port operations, logistics, and maritime safety. China has also provided naval training to Somali forces to enhance maritime security.
